Redness, active acne, or inflammation are conditions a doctor examines and diagnoses, and that examination is treatment, not product explanation. Korea's health insurance consultation-fee guideline draws a line between a first visit and a follow-up visit for the same condition, and it counts a return visit within 30 days of finishing treatment for that condition as a follow-up rather than a new first visit. That is why two people can sit in the same room on the same day and still leave with different receipts: one where the covered exam fee and the non-covered procedure cost both appear, and one where only the procedure cost does.

What Korean Law Requires a Clinic to Disclose

Article 45 of the Medical Service Act requires a clinic operator to disclose non-covered treatment costs in a way patients can easily understand, and it prohibits collecting more than the amount disclosed. A 2020 revision to Article 42-2 of the Enforcement Rule added a further step: for non-covered items designated by the Ministry of Health and Welfare's public notice, the clinic must explain the item and its price directly to the patient or guardian before treatment begins, not simply post a price list at the counter.
