How to Verify a Trustworthy Dermatology Clinic in Seoul

A clinic's own marketing copy cannot settle the trust question, but two public records can: foreign-patient hosting registration and the medical dispute mediation system. Registration confirms a clinic met government requirements, including liability coverage; the mediation system tells you what happens if something goes wrong. Both are checkable outside the clinic itself, before you book anything.

Registration Status Is a Public Record You Can Check Yourself

Under Seoul Metropolitan Government's guidance on the foreign-patient hosting institution system, a clinic that wants to treat foreign patients must register with its city or provincial governor, and that registration can be looked up through the foreign-patient hosting information system operated by the Korea Health Industry Development Institute. The registration is valid for three years from the date it is granted, and a clinic that hosts foreign patients without registering is subject to imprisonment of up to three years or a fine of up to 30 million won under Article 28 of the Act on Support for Overseas Expansion of Medical Care and Attraction of Foreign Patients.

That penalty is not a technicality. It exists because registration is the mechanism that keeps a floor under patient protection when the patient has no easy way to check the clinic's standing from another country. A quick search of the registry tells you, before you fly, whether the clinic you are considering has cleared that floor.

Why the registration requirement matters more than it looks

Registration is not only a name on a list. Guidance published by the Gangnam-gu Gangnam Medical Tour Center on registration requirements for hosting institutions notes that a clinic-level facility must carry medical malpractice liability insurance or belong to a medical indemnity mutual aid association, with an annual compensation limit of at least 100 million won. Confirming registration status is therefore a shortcut to confirming something harder to verify directly: that the clinic has a funded mechanism to compensate a patient if a complication requires it.

This is why I ask patients to complete the registry lookup first, as a starting checkpoint before the consultation. It is the one check that depends on a public record rather than on anything the clinic itself says.

What happens if something goes wrong

The Ministry of Health and Welfare's medical dispute mediation system applies to foreign patients on the same basis as Korean nationals, according to the ministry's own program guidance. The Korea Medical Dispute Mediation and Arbitration Agency accepts applications online, by mail, or by fax, which matters if you have already returned home when a concern comes up.

Patients are often surprised that most cases require the clinic's cooperation to move forward. For a general dispute, the agency notifies the clinic named in the application, and the clinic has 14 days to decide whether to participate; if it declines, the case is dismissed rather than proceeding to a decision. Cases involving a patient's death, unconsciousness lasting a month or longer, or a severe disability are the exception and can proceed without the clinic's consent. With any procedure, complications can happen. What matters at the consultation stage is knowing the sequence that follows if one does, including who reviews recovery and what contact channel stays open after a patient has flown home.

What happens legally once a mediation is settled?

According to the Ministry of Health and Welfare, once both parties agree to the mediation panel's decision, the settlement carries the same legal effect as a court-approved settlement, which means the same dispute cannot then be filed as a separate lawsuit.

Does registration status tell me anything about the quality of care itself?

It confirms a narrower thing: that the clinic met the government's requirements to host foreign patients, including maintaining liability coverage. It is a baseline check, not a substitute for asking about the specific treatment plan, who performs it, and how recovery is monitored.
