The tax reform bill finalized by the Ministry of Economy and Finance in July 2025 ended the value-added tax refund special provision for foreign tourists' cosmetic medical services, with a cutoff of December 31, 2025. The Nara Salim Research Institute reported that when the National Assembly passed its tax law revision in December 2025, an extension of that refund provision was left out. Newsis reported in 2025 that the refund had run roughly 100,000 to 200,000 won per procedure, per patient.

That means your 2026 budget should be the full price including VAT. If you're comparing costs using an older guide that assumed the refund, the amount you actually pay will come in higher than what you read.
