As Korea's Policy Briefing portal has explained, because non-covered fees aren't set by the insurance system, each medical institution decides its own pricing, so the same procedure name can carry different numbers from one clinic to the next.
That's also why a quote isn't something you can take at face value from an ad. The headline figure is frequently anchored to one shot count or one treatment area, and the final bill depends on what you actually need after an exam.
Where You Can Check Posted Prices
There is now an official way to compare some of these numbers. According to a Ministry of Health and Welfare release and reporting by Health Kyunghyang in 2026, the Health Insurance Review and Assessment Service began publishing prices for 753 non-covered items across 74,449 medical institutions nationwide starting in September 2026, through its own website and the "Health e-eum" mobile app.
That disclosure is a useful cross-check, but it only covers the listed items. If the procedure you're asking about isn't one of the 753, the next step is the price your own clinic has posted, which the Ministry has said can also be checked directly on a medical institution's website.
Four Line Items to Match Before You Compare
Once you have quotes from more than one place, put them side by side against these four points before deciding which one is actually lower.
Shot count basis. Lifting devices are priced by the number of shots delivered, so the advertised figure is tied to a specific count. The number your face actually needs comes out of an exam of skin thickness and the degree of laxity, not the ad.
Whether VAT is included. Asia Economy reported in 2018 that, unlike standard medical care, cosmetic and aesthetic medical services in Korea carry a 10 percent value-added tax. If the posted price is listed before VAT, the amount you pay goes up from there.
Anesthesia and aftercare. Check whether numbing cream and post-treatment calming care are built into the quoted price or billed on top of it.
Consultation fee. Ask upfront whether the consultation is charged separately or deducted from the treatment cost if you go ahead the same day.
Budgeting Around the Foreign-Patient VAT Refund
Korea introduced a special provision in April 2016 letting foreign patients claim back the VAT paid on cosmetic and aesthetic procedures. That provision is now in flux. Daily Medi reported in 2025 that the Ministry of Economy and Finance's 2025 tax reform plan proposed ending the refund on December 31, 2025, and Smart Today reported in December 2025 that an extension had effectively fallen through.
If you budgeted off an old review that quoted a "post-refund" price, recalculate at the current rate and confirm eligibility before you pay rather than after.
