According to the Ministry of Economy and Finance's 2025 tax reform plan, the VAT refund benefit for foreign patients' cosmetic and dermatological procedures ends on December 31, 2025. The refund program had run since 2016 as part of an effort to grow medical tourism, and its termination means procedures paid for from January 1, 2026 onward carry the standard 10 percent VAT with no refund path back. The Korea Herald reported that industry groups have raised concerns the change could affect pricing transparency across the sector, since the refund had been a visible, price-sensitive feature of planning a trip around treatment. Whatever quote we give at consultation, we recommend confirming directly whether it already includes VAT. That single question changes the total more than most people expect.

Does the quoted price always include VAT?
